I assume you mean that the outdoor fan motor is not turning. This will keep your unit from being able to absorb heat from the outdoor air. It is possible that the capacitor for the outdoor fan motor has failed or that the motor itself has gone bad. Either way, you will need to have that problem fixed before you will get any heat. Heat pumps are less capable of getting heat from the outdoor air when the temperature is below about 45 degrees F, but there is still heat available in that air. Supplemental electric heater elements in the indoor unit should provide the extra heat your home would need during those colder times. It is also possible that there is a problem with the defrost control board. The outdoor unit is "boiling" the refrigerant from liquid to vapor by pulling the outdoor air across the outdoor coil. The refrigerant is boiling at a temperature substantially lower than the air temperature. Any moisture in the air will freeze on the coil. This ice must be defrosted occasionally and the defrost control board is responsible for this. During the defrost cycle the outdoor fan motor is stopped and the unit is actually working in the air conditioning mode. The electric heater elements in the indoor unit are turned on so that you do not get cold air from the vents. If the unit is stuck in the defrost mode, you will only get a small amount of heat from those heater elements. The defrost control board is the brain of your system. If it is faulty, the system will not know what to do, not will it be able to provide the heat you need. I would recommend that you have a qualified service technician come in and check the system out. The technician will know how to test the various components and where to obtain any replacement parts needed. The first answer has a good trick about jumping the pressure switch connector to trick the system into thinking r134-a (not "freon" but we know what he means) is present and it's okay to turn on the compressor. But don't let the compressor run for long without refrigerent, that's bad.
Charging an AC system requires a little preparation. You need to run a deep vacuum on it first, to check for leaks and boil off any moisture that got in while the hose was open. The pump for this can be borrowed or rented from the parts store. This vacuum will then suck a portion of the first can of r134-a into the system, enough to get the compressor to come on and pull in the rest of the charge.
Since your hose was open for a while, a lot of moisture got into a part called the accumulator. This is probably buried under the right headlight and not much fun to get at, but I recommend changing it because the dessicant in it is totally saturated with moisture that can combine with the r134-a and form a corrosive sludge that you do not want.
