What refrigerant? Is there still ice on the evaporator coil? If it's R-22 and there is no ice, the pressures are too low and you possibly have a refrigerant leak. You cannot check operating pressures properly if there is ice on the evaporator coil.

If there is no ice, those pressures are too low for R-22. It is icing up because it's low, not the other way around. It needs some refrigerant. You have a leak somewhere. The leak needs to be located and repaired or you're going to keep losing refrigerant.
