When using a/c, you want to reCIRCULATE (not recycle) the air inside the car because it has already ready been cooled, making it faster to recool again and easier to maintain the temperature. Bringing in air from the outside which is hotter, is harder to cool down.........just like inside your house....you don't leave the windows open when your a/c is on.
The fresh air intake form the outside is mainly used during the cold season when using your heater, this keeps the CO2 level low inside the car. Also, the air is actaully coming in from the engine compartment where it is warm, so it doesn't take as long to heat it up, same priciple at cold air from inside the car for a/c.
Recirculating or fresh air intake has no effect on the gas mileage at all, the a/c is the only thing that will affect your mileage, less mileage using the a/c because the a/c unit is driven by the engine, creating a higher load on the engine....BUT not using the a/c and rollin down your windows will use more gas than running the a/c due to the fact the car is now less aerodynamic and has more wind drag.
