Changing the filter is a good start,.....Its probably safe to assume, based on the fact the inside fan runs that the control voltage transformer is working.... if you are handy at all, turn everything off and gain access to the underside of the inside coil. get a spray bottle of Clorox Clean-up and another miscellaneous bottle of spray rinse water. If that is not available use one of those scrubbing bubbles type cleaners. Use a light body long bristle brush (brand new dollar store toilet brush works very well) and clean the underside of the inside coil, rinse very very well.
As for the outside unit, after you clean the inside coil, turn everything back on, and set the thermostat to cool. Go to the access panel and take it off. You can tell if the compressor is running when you hear something that sounds like a pissed off bumble bee...
If the compressor is not running, look but do not touch the black "H" looking component and press the center post in with the rubber end of a pencil for 2 seconds. Be aware that enough voltage runs through there to kill you. If the compressor starts, have a pro change out the contactor. While you are in there look at the tin can looking component; that is the start/run capacitor. If it is at all swelled or popped, its bad. have a pro come look at it.

the indoor fan is coming on but what is the outside unit doing? go see if the outside unit is working. there is a compressor and an outdoor fan. put unit in ac mode and go see what's working out there.
if nothing is working outside, that will tell you a lot more. a capacitor does come to mind. you might have a single cap for the outdoor fan and compressor, or two caps, one for each component.
regardless, we need to know what the outdoor unit is doing. i doubt this is related to the rain.
BTW, caps are semi easy to replace if you are semi handy and you can find a place that will sale you the right cap.
oh and you are talking about the disconnect. go look around the outside unit. within a few feet of the outdoor unit there should be an electrical box. open that box and see if the disconnect is off. it's like a big circuit breaker for the outside unit. it's a switch

If your fan cage isn't damaged, you can reuse it on the new motor instead of buying a new one. Stick the new one in. Replace the screws and plug it back in.
