There are some very reliable ultralights available, but the life of an ultralight is not as long as that of a certificated aircraft. Used is not something to be contemplated unless you know the previous owner and trust their upkeep of the craft. (or you are expert in repair and inspection of fabric, tubing and 2 cycle engines.)
The engines used for ultralights are pretty much all of the 2 cycle variety for weight. 2 cycle engines are NOT reliable. The first thing that any long time ultralight pilot will tell you is to learn emergency power out landings first as it is a matter of when not if you need to use them.
Get proper training as your life will depend on it. The "No license required" may sound good, but lack of training is a killer even at 55 kts.
There are 2 place ultralights available, (They actually are too heavy to be called ultralight, so are termed ultralight trainer.) but they are for use in pilot training and one seat must be filled by a licensed instructor. To carry a passenger for non-training purposes requires that the pilot hold at least a Sport Pilot License. (and I believe under the new Sport Plane rules must be registered as a Sport Aircraft.)

Some to watch out for have controls that operate backwards, or have no ailerons. (rudder and elevator control only!) This eliminates being able to slip the craft in crosswinds. Any of these will get you in trouble very quickly in an emergency situation.
