i'm in tucson, and yes - it's awful w/o ac. from what you've described it's nearly impossible to know what happened or how much it'll cost.
the air filter doesn't affect the a/c. low freon will cause the air to not be as cold as it should be, and if it gets too low, there is a safety shut-off so the compressor won't run at all and it's like not having any a/c at all - but there shouldn't be any loud noises or electrical burning smells with low freon.
at the heart of your a/c system is a belt driven compressor. if there's enough freon in the system, a clutch on the compressor kicks the compressor on and off periodically - when it's opperating normally. if you can identify the compressor, you can tell if it's running or not when you turn the a/c on. don't touch it while the engine is on! it starts and stops periodically under normal opperation. if there is an electrical short somewhere, turning it on, even for a few seconds can be very dangerous though. also, if you smelled this inside the van, it could be coming from wiring under the dash. I would want to know where that smell was coming from - because it likely needs attention, whether or not it is responsible for no a/c.

I Ran The Air Conditioning From May Until Late Last Year With No Problems, And Then The Last 2 Weeks Or So (The Air Was Cooling Down), I Started Having A Rotten, Hard To Describe But Possibly Mildew Like Smell Coming From The Vents, Mainly At Nights. After I Switched To Heating The Smell Went Away For The Entire Winter, And Though I Had Someone Take A Look At It Before, They Found Nothing And I Wasn'T Using The Ac So I Figured No Problem Waiting Maybe It'Ll Go Away.

From What I Can Tell, The Water Build Up Appears To Be Draining From The Unit, And When They Opened The Unit Last Time I Didn'T Smell Anything Coming From Inside, But I Don'T See How It Could Be From The Vents Since It Doesn'T Effect The Heating (Which When Turned Back On Stoped Giving That Smell), And Runs Through The Same Device/Vents). My House Is Still Under Warranty So Its No Problem To Get Someone Out Here, But Does Anyone Have An Idea Of What I Could Ask Them To Look For? I think your evaporator coil needs cleaned. It can get a buildup of mildew on it over time, which will smell bad when the cooling is running because the coil is wet. When the heat is on, the moisture dries, hence there is no stink coming off of it. Then when you fire up the AC again, the coil starts collecting condensation and the smell comes back. Getting it cleaned should solve your problem.
