But there are limits on how low the unit can drop the pressure to lower the temprature to allow the unit to opperate. So if the outside temp gets too low then the unit cannot drop the pressure of the freon enough to get the temprature to drop (temprature is tied to pressure drop one and the other drops as well) enough to get the temprature difference to pick up any heat to transfer to the indoors.
