De-icing systems are usually used on smaller aircraft that have a limited supply of bleed air. Smaller business jets, turboprops and some reciprocating engine aircraft usually have de-icing systems.
The bigger jets that have sufficient bleed air to literally blow it away use anti-ice systems.

It sounds like it doesn't work. Who would "unhook" a working air conditioner? Have it tested at an auto a/c shop, it may need just a belt, it may need a recharge, it may need all kinds of things.
