You said the set of points click, but do they push in? That set of points (contacts) should turn on the fan and compressor. Do you hear the compressor running?
Try this, push the contacts in by hand using the plastic piece in the middle and see if fan comes on. If so, you either have a bad set of contacts or a bad transformer.
If the compressor comes on but the fan don't, try using a little stick or something to turn the fan blade. If the fan takes off, then you have a bad capacitor, if not then you have a bad fan motor.
This is of course after you've checked all the breakers and are sure you have voltage.

Does Living In A Windowless Basement Lead To Psychological Problems Later On. I Hate How I Don'T Know Whether It'S Day Or Night. I Don'T Feel Really Comfortable Down There Versus Being In A Room Upstairs.
Just ensure you get some fresh air and daylight...try going outside maybe once an hour and have five minutes fresh air...your plants will die without proper daylight as well.
