I am in the industry, and in 5 years of management, I have only let two people out of their leases for this reason, and each of those were for issues that required significant repairs that we could not complete with them living in the apartment. I have never seen anyone push for this and win, although I know that it happens. Some have even backed down after speaking with their attorney.
It sounds like the difference here is that we make every effort to resolve the problem in the shortest time reasonably possible. This does not mean that things can be resolved immediately. Sometime parts need to be ordered, or we need to wait for outside vendors or contractors, but we attempt to keep the residents apprised of the situation, so at least they aren't surprised by the delay.
I would say that if nothing is being done, then you may have a case, but tread lightly. In many states the burden of proof is on the resident, so you better have a pretty air tight case if you do try to break it. First, document everything, and get pictures whenever possible. Next, I would recommend sending a letter detailing your complaints. Send it by Certified Mail, and give the landlord about a week to respond. Lastly, since this seems to be an ongoing issue; if they don't get back to you, you can always contact your local government (real estate division maybe?), and file a complaint with them.
