With the same setting for the heater, the furnace will come on at 27 go to 28 or 29 before shutting off. (27 is quite warm anyway.)
My house has the air ducts near the outside walls and the thermostat is near the center of the house. During winter the outer walls cool first and when the thermostat finally cools enough to turn on the heater, the house is quite cold. Then the furnace comes on and heats the outer wall first. When the heat finally reaches the thermostat, the house is too warm.
Also there is the human factor. When you are cold, such as when you awake in the morning, your body has cooled. You turn up the thermostat one degree and get a cup of something hot to drink. By the time the furnace has heated the house a little, your body is overly hot from the drink.
