Since animal control is not helping I would get in touch with my local health department. Animal waste is considered a hazard to health. It is not only your health and the other neighbors health and the woman who lives in the house's health that is being compromised by the cat urine. Ask your other neighbors to join you in the complaint. You can easily paint it as more of a concern for her health than the neighbors being angry about the horrid stench.
Don't give up on this one, the woman is NOT doing the cats any favors if she is keeping them in that condition and clearly she has a mental problem and cannot help herself, so you would actually be helping her by calling in the health department. Do not feel shy about stopping by your local police station as well - I have gotten a lot of helpful advise from police officers (especially about bad neighbors) before by simply stopping in, and speaking to an officer - they are there to protect and serve and that does not only apply to violent crime etc.

So slow speeds with windows down could be more fel efficient, but with higher speeds, the ac is better, it really just depends on window strengths, if you're going like about 50mph it doesn't really matter

The line serves so many university towns which is probably the reason for the amount of 'weed' consumption. My guess is that the air conditioning system on the mark II superliner cars is partly re-circulatory. If 'weed' fumes don't affect your asthma you should be OK.
