In general, maintenance and repairs to the actual building and its built-in facilities (plumbing, electrical, AC, etc.) are the responsibility of the landlord, unless the damage is caused by some improper action of the tenant.
Unless it is spelled out in the lease ("Tenant is responsible for any repairs and also maintaining building appearance") then you should never have paid to repaint anything. Without such a clause in the lease, the landlord is supposed to be responsible for all that. Again, under normal circumstances, tenants are supposed to report any problems or disrepair of the building to the landlord and THEY are supposed to make arrangements and pay for the work, NOT the tenant.
As, for the heat/AC...
First you need to determine the actual layout of the Heat/AC ventilation system, but you have to be a little covert about the thing and not reveal you're true motives. By the sounds of it, your space has the actual HVAC unit and the other spaces have only vents. If your landlord has been showing you a utility bill and you've been paying the full amount then, yeah you've been paying too much. If the entire building has only ONE electrical meter, ONE gas meter, and ONE water meter, then it is NOT set up to account for the individual uses of the three business spaces it contains. Technically ALL three owners (you and the other two) should have "Utilities included in rent" and since the usage cannot specified on a single meter the landlord should be paying the utilities herself from the rents collected, not making a single tenant (you) pay for the whole thing.
