Unless it is spelled out in the lease ("Tenant is responsible for any repairs and also maintaining building appearance") then you should never have paid to repaint anything. Without such a clause in the lease, the landlord is supposed to be responsible for all that. Again, under normal circumstances, tenants are supposed to report any problems or disrepair of the building to the landlord and THEY are supposed to make arrangements and pay for the work, NOT the tenant.

As, for the heat/AC...

First you need to determine the actual layout of the Heat/AC ventilation system, but you have to be a little covert about the thing and not reveal you're true motives.
