Buy a premade "freon" one (actually they use other refrigerants now), cut an opening, insert it, cold side pointed inside, hot side pointed outside, plug it in, done. If it works on 120V then buy an inverter with greater wattage than the A/C and that will convert your 12VDC to 120VAC power. Get one big enough for a tiny room and angle any water drain away from your interior. Seal off any air gaps in your interior and insulate whatever you can with fiberglass or foam insulation. Something like a window A/C would work, though the smallest one I saw was 5,000 BTU and 500 watts (40 amps). 16"x12"x13", $120. That's way overkill but it would work. If you can find one half that size it's probably enough.
Peltiers are extremely weak and inefficient and aren't suitable for anything larger than a bread box. They are more for micro applications where a full sized AC would be too bulky. A 500 watt (40 amp) one costing several hundred dollars might barely struggle to keep the trike cool. On the plus side it's relatively small and light weight.

The manufactures of these products are trying to fool you into using carburetor logic on a modern multi port electronic fuel injection system.
With the old carburetor, when the air filter got dirty, there was an increase of vacuum in the venturi area. This increased vacuum will cause more fuel to get sucked into the venturi. Modern electronic fuel injection precisely meters the amount of fuel entering the engine and is not effected as much by the increased vacuum of a dirty air filter.
With modern electronic fuel injection there is less change in fuel economy because the computer that controls the system will compensate for things like changes in air temperature, barometric pressure, and condition of the air filter to always provide the optimum fuel / air ratio and ignition timing. This isn't to say that you don't need to regularly change your air filter. Just that it is not as critical to fuel economy and performance as it used to be.
The name "Cold Air Intake" is very misleading. On a cold air intake, even if it has some kind of intercooler, it will NOT cool the air any cooler than the ambient outside air temperature. Also, consider that the air passes quickly between the air filter and the throttle body, too quickly to absorb any significant amount of heat. With a V8 engine, you gain about 1 horsepower for every 10 degrees Fahrenheit drop in temperature. Therefore, even if you could drop the incoming air 50 degrees, you gain a measly 5 horsepower. These gains are proportionately less on smaller 4 or 6 cylinder engines. Therefore, they are hardly worth the expense.
If you examine the stock air filter housing you will see that it draws its air from an opening in the radiator core support, drawing air from in front of the engine compartment. This air is already relatively cool. No gains found here.
Another thing to consider is that your engine is equipped with an EGR (Exhaust Gas Recirculation) valve. This device dumps between 5% to 15% hot exhaust gas from the exhaust manifold directly into the intake manifold. This exhaust gas is over 1200 degrees F. A cold air intake can't make a difference over this extremely hot gas. Your engine is tuned to operate with this so it is not a problem.
About the only time you may notice any difference with one of these intakes is at wide open throttle as the engine nears red line. Otherwise the stock air intake is more than capable of supplying the engine with all the air it needs.
Something else to consider with these oiled gauze air filters. They must be routinely washed and oiled or they will work not better than a dirty paper element air filter. This is a messy job. I would keep the disposable paper element for this reason alone.
But the big problem with using these oiled gauze air filters is that the oil vapors from the air filter cause a film in the hot wire on the Mass Airflow Sensor. When this film builds up it causes this sensor to send bogus values to the engine management computer. This will cause the engine to use the incorrect fuel / air mixture and ignition timing. Your performance and fuel economy may actually worsen.
When using an oiled gauze air filter you will add the additional maintenance task of routinely cleaning your Mass Airflow Sensor. Something you should do every once in a while anyway. However, not this maintenance is more critical. Make sure that you use Mass Airflow Sensor cleaner only. Use something like Carburetor Cleaner and you will destroy the sensor. This would turn your $5 maintenance task into a $100 repair bill.

You really can't. If there is a heat source in the room, the room will heat up. No ventilation means the air will become stale. You can add a passive vent that allows some air exchange, or install a fan that draws air in from another space and vents to the attic or outside. There are portable AC units, but the heat they remove must be vented through a window or ducting to the exterior of the building.

The thing I would be concerned with is if the condenser coil was damaged to the point of leaking out your refrigerant. If that happened, then your compressor could have been damaged. To damage the compressor, the debris would have to crush your outside unit. You didn't indicate that happened, so in my honest opinion, your condenser is fine if the condenser coil is okay.
You don't indicate to what extent the AC isn't working. If it is running but not putting out cold air, then check the refrigerant level. If nothing is running, you may have a blown fuse. Most units have a fuse at the compressor unit in addition to a circuit breaker at your circuit breaker panel. I would be reluctant to have the compressor replaced without being absolutely sure that is the REAL problem. I've had too many bad experiences with AC technicians that know absolutely nothing about the system and just "top off the refrigerant" as a fix when the real problem is something else (plugged refrigerant line in my case).
