I know that children should never (or anyone else) be near the floor of the enclosed car, as carbon monoxide can escape and you can die from that. It's a hard thing, to stay in a really HOT car, in a HOT place and NOT have the airconditioning running, etc..
Still, if possible, get out of the car, and try to find some shade to sit or stand in, instead. It's really so much better!
